With the termination of the lease on its current building in Colorado Springs, Colorado, NORAD and the United States Space Command was required to move its headquarters to an existing 110,000 s.f. facility at Peterson Air Force Base. Architectural Research Consultants, Incorporated (ARC) served as consultant to Holmes and Narver, Incorporated to develop a facility program, schematic design and estimates of preliminary costs for the renovation of Building 1470 to serve this new function.

Due to strict time constraints, an accelerated planning process was used. In addition to collecting functional information regarding the 13 major groups (575 persons), numerous briefings were held with the general officers and their staff, who were scheduled to occupy the facility. At these meetings, issues of functional distribution, required entrances, security and parking were discussed and resolved.
