The University of New Mexico retained Architectural Research Consultants, Incorporated (ARC) to prepare a facility program for a new Optoelectronic Materials Center. This building will provide a central location for laboratories, offices and support facilities associated with the Center for High Technology Materials. Classroom space will be provided, as well as capacity for future expansion.

This facility will contain state-of-the-art research laboratories and clean rooms. It will be a symbol of the commitment by the university and state of New Mexico to national leadership in academic research, industrial collaboration and economic development.

The facility program's purpose was to determine space needs for necessary functions and to address special issues involving the design process, such as cleanliness, vibration, electromagnetic interference, safety and design flexibility. Special equipment needs for the building were also studied.
