Architectural Research Consultants, Incorporated (ARC), with consultation by Royston, Hanamoto, Alley and Abey and Tom Mann and Associates, prepared a master plan for a 630-acre tract of land held in trust by the New Mexico Commissioner of Public lands. The purpose of the plan is to establish land use and development policies for a future time when development through lease or sale is economically advantageous. The plan establishes a flexible framework to be used by future land commissioners to assess development alternatives and for the village of Ruidoso to program long-term capital improvements in the area.

The plan sets aside natural open space to protect the visible hillside area and as a development amenity, permits residential and resort development, protects and promotes the mountainside ''edge'' as a common trail system, encourages development to occur within designated building zones and provides amenity areas for open space and recreation.
