As part of an ongoing contract to assess the physical condition of state facilities, the State of New Mexico commissioned Architectural Research Consultants, Incorporated (ARC) to conduct a visual facility condition assessment of each of the State’s Albuquerque-based buildings and their major building systems. The assessment included the surrounding sites and provided building data about heating, ventilation, and air conditioning (HVAC), roofs, Americans with Disabilities Act compliance, and general building condition.

ARC identified about $40.8 million of capital improvements to address observed deficiencies. Summary reports encompass photographs and narratives that document on-site assessments that include the site, the facility, and departmental program requirements. Each summary provides a description of the building and/or site and identifies the condition of those components.

Deficiencies that the State can fund with capital dollars have a corresponding capital improvement project that follows the summary description.

ARC scored each facility using its own weighted scoring method that takes into account the physical condition and the functional adequacy of the site and facility. Facility condition index (FCI) scores were also provided based on a national scoring system that applies only to building condition. The FCI score compares the replacement cost of the building versus the cost of repairs to the building within the next five years.
